Is not being a Christian a sin?

I have wondered whether or not if this is true. Let’s say that hypothetically a person were to go their entire life without committing a single sin (I know this is impossible), yet they are not Christian.

If they have heard the gospel of Jesus Christ they have heard the truth, if they dint accept then they have turned away from god, and will not make it to heaven.

But Paul wrote that anyone that has NOT heard the gospel of Jesus Christ and lives a good sin free life will have eternal life in heaven. ROM 2 13-15.
